jQuery on administrative pages does not work correctly

Hello.
When on settings page checkbox Optimise is disabled, jQuery on administrative pages does not work correctly. Also, after changing the filter value, and refresh the page again, selectbox in the webform can not expand.
I think that for the same reason as in the first case.
