Sorry if this is already handled, or there is an easy way to get this to work that doesn't involve code changes.

This module is a great tool for your UI grab bag of tools. If I could figure out how to cleanly have the users choice of filter drive the Context module, then it would open up control over many new aspects of sites.

Sounds like a useful extension you have in mind.
So that I get my brain around this... What use-case in particular where you thinking of when using a Global Filter to drive a Conext?

I use GlobalFilter to effect Views, but I thought it would be nice to use the same setting to effect block layout. But context is a powerful tool for modifying all sorts of things (theme etc.)

But block layout and selection is what I had in mind.

This idea is great and could work. However not via https://drupal.org/project/context_var (#4), as it would result in multiple users all affecting the same site-wide variable.

One person sets it to X and before their context can be set, another person may set the context condition to Y, so the first persons context is not activated.

However the https://drupal.org/project/context_session module may provide an avenue to implement this properly, as suggested by designguru in private communication.
