Same problem with Google API like here. As is described in linked bug report: "If you are using the Google Maps API on localhost or your domain was not active prior to June 22nd, 2016, it will require a key going forward.".

I am using Drupal 8... I'm pretty sure my map was working when I first installed it. Then I updated Drupal 8 Core today and now it's not working. I have an API key and set the site referrer to http://localhost. My firebug console gives these errors (below). I saw that there is a patch that seems to be fixing the issue for several people, but I've never installed a patch and it looked like it might be a patch for Drupal 7 only?
