The subdivisions are now also stored without the prefixes you saw previously ('CA' instead of 'US-CA'.'

You could see if the patch in #3144108: Improvements to Geocoder Address geocoding helps. It should eliminate the problem.

Never mind, that patch is for 8.3. You're on 8.2.
