The problems are:
The layout is not working. I am trying to use genesis-1c. I've modified the page.tpl.php accordingly, yet I still don't have the 3-column layout I should. I have blocks set to be in both right and left sidebars, but everything comes in one long column. I can see changes when I make css revisions, so I don't think that's the problem.
Additionally, I'm missing the edit menus that pop up over blocks when logged in as user-1.

I then temporarily changed the theme to one of the default ones (i.e., Garland, etc.). When I changed the theme back to the subtheme I'd made, the layout started working properly.
Go figure...
