I've done a translation for this. But be aware that the text is just a template. In my opinion it is no good Idea to use it as a general template. Maybe for demonstration purpose. You should advice Administrators to and how to replace this text immediately by using a message after installation.

For example. The Opt-Out-Procedure named in this text is obsolete. It must be opt-in now. EU-Cookie-Compliance has a mechanism for this. You should take a look at the code and try to understand how they achieve this

Example

If you use the media modules Twitter embed functionality the site sends data without permission

The modul should block the javascript, that is in charge for this functionality until the user has accepted the policy. That's for an other bug report eh?
