This seems to be a problem with the tag module inside of gallery 2, not with the drupal module. Please update the gallery 2 tags module to the newest version and read the "Known Bugs" section here: http://codex.gallery2.org/Gallery2:Modules:tags
Please use also the module support on the gallery website or provide more information to this issue.
