Problem/Motivation

When editing a fragment type, and with Field UI enabled, there are not tabs for 'Manage fields', 'Manage form display' and 'Manage display'. They are available from the dropdown button in the fragment type overview on /admin/structure/fragment-types

Steps to reproduce

  1. Make sure Field UI is enabled
  2. Edit an existing fragment type
  3. Notice that the tabs are not available

Proposed resolution

Make the tabs available (not sure of the details).
