Basically I (uid 1) can see the import button, but second admin (uid 2, all permissions checked) can't. It looks like this is the same issue as: #1683714: No Import Tab -- missing PHP import permission

We use Ctools to handle the import/export. If you can find a bug in the definition for our implementation I'd be glad to make the change.

Oh, thx for your comment - I didn't noticed ctools first time. Bundle copy ( #1683714: No Import Tab -- missing PHP import permission ) is using ctools too.
