This represents about 20% of the coding standards violations for the flag module.

And it doesn't impact any other patches in progress!

A) After a visual scan .. all ok .. it does exactly what is says on the tin.

B) 24 less errors .. that is good news

C) Patch applies.

Wasn't this already fixed in #2929420: remove long array syntax ?

EDIT: Fixed issue number because of copy/paste error.
