theme_fivestar_summary still outputs div when there is no output [#2626926]

Found an issue that is about 8 years old where the theme_fivestar_summary outputs an empty div whenever there is no output. This is obsolete markup.

Attached a patch that prevents the output of the div if there is no summary.
