Tabs group now uses "details" format; remove "tab" formatter & update documentation [#2897536]

remove "tab" as configuration option
clarify documentation of changed UI, specifically describing the need to nest the Details format within the Tabs wrapper in order to have collapsible tabs (this change is mentioned in the "Notes" section on project page, but wording can be improved)

I've added a set of tabs with several tab items and am unable to replicate any issue with them opening / closing.

Could you specify what you have to tried to recreate it?

Also the default information tabs(like publish from drupal) are in the same vertical tab. If this helps.

A few quick things about issue queue etiquette:

The status should only be set to "needs review" when there's an actual patch file (or possibly a documented procedure) to review, it isn't for saying "someone needs to review this bug"; likewise, "needs work" is for when there's a patch file that needs further work.
You should only assign an issue to yourself when you're actively working on it, otherwise just leave it unassigned.

this issue looks like it has the same solution as #2899281: Accordion group now uses "details" format; remove "accordion item" & update documentation - see my proposed edits to this issue summary as well as the attached images for support of the solution.
