Support Multiple CSV Parsers

Currently Feeds_Tamper is hardwired to consider only "FeedsCSVParser" as a compatible source of CSV data. The submitted patch simply checks for the presence of the "delimiter" property on the associated parser so that other variants of CSV parsers can be supported. This is a one line of code change that maintains compatibility with the existing CSV parser as well as expanding to the alternatives.
