#2093651: Simplify target callbacks. has been committed.

I wouldn't consider this an API change, more of an API clarification. Any existing target callbacks that handle multiple values will continue to work as normal. We tried to patch all existing contrib modules that are affected. Hopefully we didn't miss any.
