You should create a roadmap on the product page.
A sufficient handbook page would include:

  • Installation instructions
  • Usage instructions
  • API references, etc for customization of build
  • Project roadmap

I agree that a roadmap should be present here at drupal.org though.
We need a dedicated documentation page in the handbook here at Drupal.org.
