"Reserved" plugin

Problem/Motivation

Certain strings may generate false positives when used for feature machine names because they are already in use in core. For example, if a content type 'link' were present and used as a feature machine name, the simple configuration menu_link.static.overrides would be automatically recognized by the namespace plugin--a false positive.

Proposed resolution

Consider introducing a reserved words plugin that would disallow machine names from a set list.
