Reset Components in features_include_defaults (so new components available during site install)

On some install of workbench moderation, get workbench_moderation fails to install cleanly with foreach errors and missing module defining permissions. It looks like the included components static is outdated by, and isn't reset intil features_include (in features_modules_enabled).

Passing $reset param down to features_get_components via the features_include_defaults call fixes it.

Could also reset it above that call, but passing the reset seems like a reasonable thing to do also.
