If generate/recreate a feature before autodetection has returned, autodetected items end up in features_exclude

1) Go to recreate a feature
2) Click an item that will add dependencies/more items
3) click generate or recreate (I tested with generate)
Result: Recreated feature has the items that were going to be added as excluded.

Not sure which is the best way to fix this. Easiest is graying out the buttons until it's refreshed, but probably something in the submit logic could be addressed instead.
