All taxonomy exports should use the machine name, not the vid [#1911946]

Drupal 7 has a machine_name field for vocabularies, so all exports of vocabulary data should use this value instead of the legacy vid. This is related to #1722524: Export vocabulary permissions using the machine name and may supersede it.

Hrm... some of what I was seeing was just because an upgraded site automatically gave the vocabularies the name "vocabulary_{vid}". Gah. Nemind.
