I would like a new user who logged into facebook to be able to link her account.
in DF 7.3 there was a tab.
I don't see the user tab in DF 7.4.

Am I missing something?

You've probably found already but there is a block that you can show wherever you want to connect.

Do I need to have fb_connect enabled or just fb_user?

Yup, fb_connect should be enabled.
It also creates a link on the Navigation menu, but using the block you can show it only on the page and place that you want, easier!
