Problem/Motivation

When installing module via drush, seeing the config link after module installation would make it easier to configure it.
Also, the configure link would appear in the modules/extend page.

Steps to reproduce

Install the module
Configure link is not seen.

Proposed resolution

Provide the configure key in the info.yml file.

@bburg I think they changed the rules recently https://www.drupal.org/docs/develop/issues/issue-procedures-and-etiquett.... Credits are not granted automatically it seems.

I believe the credit system changed sometime recently, so we might have missed the update.
