The effect of this module does not work with "toolbar themes" ( https://www.drupal.org/project/toolbar_themes ). It does not throw any errors, however it does not generate the desired effect on the toolbar.

I assigned the issue here as I think it would have to be fixed on this side, not the other side.

I think this is problem in the Toolbar Themes module. The Environment Indicator module use hook_toolbar and display an indicator text, but the Toolbar Themes module display Administration menu only.
