Backporting #2791269: Allow saving pre-existing references to inaccessible items would be nice to have. Postponing for now, since I'm not sure about the best solution, which can be discussed on the D8 issue.

The approach in !2 generally follows what was done in #2791269: Allow saving pre-existing references to inaccessible items

Attaching patch since D7 DrupalCI MR testing is not working.
