Drupal Home Page

I'm having an issue with the page--front.tpl.php page. The blocks Bottom_first and Bottom_second will not load on the home page. It will in every other page but the front. I have tried the tag assignment and that hasn't worked either. Any help would be appreciated. Im not sure if there is a settings issue that keeps them from being displayed but when i render the page and check the source it will only render the copyright and not the two blocks.
