Move packagist repo to Drupal's git

Problem/Motivation

Drutopia template's current Packagist package (https://packagist.org/packages/drutopia/drutopia_template) currently points to the gitlab repository of 'Drutopia template'. We are moving off of gitlab and on to drupal.org so we would like the Packagist package to point to the Drupal repository of Drutopia template.

Proposed resolution

In order to make the switch to drupal.org this project must be a 'General Project' (issue opened here: https://www.drupal.org/project/infrastructure/issues/3374243).
