You are using php-cgi; Drush was designed to be used with php-cli. You should use php-cli if it is available.

For example:

export DRUSH_PHP=/usr/bin/php-cli

Substitute the path to php-cli on your system here. Sometimes, php-cli is just called php.

If you must use php-cgi, please note that this is not a supported configuration.
