Composer plugins are during installation of the contrib project. This makes the Drupal Lenient Composer Plugin have no effect.

Steps to reproduce

Try to start an environment for https://www.drupal.org/project/metatag/issues/3161116.

Proposed resolution

Install the Drupal Lenient Composer Plugin and enable plugins when setting up contrib project.
