Localize.drupal.org requires .tar.gz files for parsing, which are now generated #3529225: Create a .tar.gz for drupal.org to consume

To resolve #3489461: Translate strings provided by Drupal CMS, we need to get those files attached to releases, and unstick localize.drupal.org parsing, probably by manually creating the tar.gz files from each zip.

This is complete and localize.drupal.org has parsed the missing releases, which I manually repackaged into a tgz files.
