Documentation location/URL

Problem/Motivation

When creating or viewing patches, we need to follow certain rules. There are many pages of documentation. E.g. Reviewing Patches, Coding standards, Making a Drupal patch with Git. Even if the documentation is complete, not everyone will look for it. It would be nice to have the most important links on hand.

Proposed resolution

Add block "Contributor guide" to the sidebar on issues. It will motivate and help the novice to become a better contributor.

Select the most important links that should appear there.

This should possibly be postponed until we have migrated more content from the old Getting Involved Guide to the Contributor Guide, since the links will be changing. Also until we figure out what the workflow is for pull requests instead of patches, as that seems to be a change that is coming soon.

Love this! I agree with @jhodgdon that this should be postponed until we know what we should show as things are in flux right now.
