Enable Starshot/Drupal CMS developers to contribute easily to their issues within DrupalForge

Problem/Motivation

As a Drupal Developer, I would like to be able to see a list of forks for Drupal.org issues assigned to me directly inside VS Code so that I can easily check out and commit changes against a specific Drupal.org issue fork.

Steps to reproduce

1. Open VS Code
2. Browse to available plugins
3. Drupal.org issue plugin does not exist
