In #805702: Cron should use locking framework the cron_semaphore using a variable was removed in favor of an implementation using the new lock api.

The function drupal_cron_cleanup and its registration using drupal_register_shutdown_function was never removed though. This is dead code now though. I'm providing a batch that cleans this up.
