Followup to #699848: admin/by-task is confusing since it lacks links to config pages and looks similar to admin/config and friends:

The message indicated above now appears only on admin/config (no longer on /admin after that page was redesigned).

We should decide if it should appear anywhere else. For example, one possibility is that the Dashboard should show it, as that is sort of intended to be a central admin area for your site.

That sounds to me like a bug to backport to 7.

Came across while do searching for Bug smash.

There has been no activity for 11 years, perhaps this was discussed elsewhere?

The message is now displayed at /admin/config.

Therefore, closing as outdated. If this is incorrect reopen the issue, by setting the status to 'Active', and add a comment explaining what still needs to be done.
