As far as I can tell, this hook isn't being invoked anywhere, but documentation still exists:

Given the changes to the manage display UI, I don't believe view modes are organized under tabs any more. Rather each view mode that requires custom settings is given its own tab (so no more multiple view modes on any given secondary task tab).

If my assessment is correct, I believe the attached patch should be sufficient to remove the docs.
