I try to upload file "Текстовый документ.txt" but I got " документ.txt" uploaded.
Drupal cuts 1st word of Cyrillic filenames (Russian filenames).

It would be good to get http://drupal.org/project/transliteration into core. But for now it's necessary to install that module if you want filenames properly encoded. Since there's a contrib solution, that makes this non-critical.

Transliteration is not a solution. Actually I can`t see reasons to include Transliteration module into the core.
Web-servers support Cyrillic filenames. But Drupal - not support it correctly. It is a BUG. And it must be fixed.
What you say if uploaded "super_puper.file" you will see like "puper.file"? At least strange.
Unfortunately I can not fix this bug. But I find some key points. I hope somebody fix it. Good luck.

I guess this is basically a duplicate of #278425: Using basename() is not locale safe.
