Clean install of HEAD, visit the front page, refresh, and you'll see

Notice: Undefined variable: contextual_links in include() (line 6 of /themes/garland/block.tpl.php).

Also go to /node/add and you'll see

Is this related to #646874: Modules like Contextual links and Shortcut cannot add to "template regions" by chance? Sorry if it's a duplicate issue.

sorry, the second notice is incorrect. I had a similar notice w/ the similar $contextual_links in garland/node.tpl.php, but am not currently able to reproduce, so I forget how it happened. However, the problem is in that template file as well.
