reading through this #512962: Optimize menu_router_build() / _menu_router_save(), it struck me that's a good candidate for a transaction. discussed with catch and pwolanin in #drupal, they agreed, so here is a patch.

a transaction for menu_rebuild() is also being worked on here: #281405: Drupal 7.x can't be installed with memory_limit=32M.
