1) I choose None on page /admin/settings/language/configure ("...users may (optionally) select a preferred language on the My Account page." )
2) I setup default locale for the site of En (error.png)
3) I choose the Russian language on the user profile site (/user/NNN/edit) (Russian.png)
I see the entire site in the English locale :(

Any change has to go to the most recent version first, then eventually backported.
