Problem/Motivation

The Page Title block currently is non-functional when used outside the block.module
In the meantime, it should not be selectable via the Layout Builder UI.

Proposed resolution

Remove the page title block from the Layout Builder UI (only during selection, placed blocks will not be affected).

The patch is pretty darn unambiguous, but I still installed locally to confirm it works as advertised. All set.

Also seems odd that when i am editing the layout of a User profile page; there is no Page Title block. :(
