I am developing a website for my college.
I created a new role called "Editorial Board", gave it all the relevant permissions and everything was working fine. Next, I gave it the permission to use "administration theme", but did not like the idea and reverted back.

Since then some blocks, fields and tabs stopped appearing for that role. When I gave the permission to use "administration toolbar" to the role, those missing blocks, fields, etc. reappeared.

Specifically, the missing things which I noticed were the "Add new Comment Form", a custom view in the sidebar, and the user profile edit tabs. Strangely, all the missing stuff is working great on user accounts with "Authenticated User" role.

Themes: Boostrap Subtheme (Default), Seven (Administration)

The closest thing I got related to my issue can be found in this StackExchange answer. Any help appreciated!

@teraflik, Thank you for reporting this problem. We rely on issue reports like this to improve Drupal core.

I tested this on 10.0.x and was not able to reproduce this error. I did my best to replicate what was in the Issue Summary. Maybe this was a caching issue?

Therefore, closing as cannot reproduce. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
