Please add a half-second delay before opening submenus on hover so that you can move your mouse over the menus without having them open the submenus. It can be rather annoying to try to move your mouse from the top of the screen to something just below the menu bar only to have it covered by a drop-down submenu. You then have to move off the submenu so it will close before you can click what you wanted in the first place.

nod_Seems like an issue for admin toolbar, core toolbar doesn't open submenus on hover. Check in the admin_toolbar module.
