The local module is unable to differentiate between local and remote files. This is causing the translation update process to fail because it is trying to treat the external po files as local. This is causing messages like
"Address (8.x-1.1). File not found at http://ftp.drupal.org/files/translations/8.x/address/address-8.x-1.1.nl.po"

ChrisSnyderThe attached patch allowed the locale module to correctly identify remote files.
This allowed the translation update report (/admin/reports/translations) to correctly find the remote translations.

Is anyone having this problem? If so, in order to investigate this provide complete steps to reproduce the issue (starting from "Install Drupal core"). Thanks.
I see that steps to reproduce this problem were asked for 5 years ago and have not been supplied. Since we need more information to move forward with this issue, I am setting the status to Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.

Since there isn't sufficient information here to progress this I am closing this issue.
