This is not the same as an issue where the navigation links were missing and the OP said it was resolved as it was a theme issue.
My issue appears with the base theme. I'm attaching the links as seen in D7. I inspected the markup and they definitely aren't there.
Anyone else seen this? These links are just used with the book module, right? And there aren't any admin settings somewhere other than permissions, correct? I'm logged in as admin, btw.
What else would be helpful in troubleshooting this?

rconstantine CreditAttribution: rconstantine commentedIt looks like the links are there on non-book page nodes which are part of an outline. In my case, they show up on basic pages. However, the navigation links are gone on those node types.
Book pages = yes navigation (.book-navigation), no node links (.node__links)
Basic pages = no navigation, yes node links
Again, this shows up with the basic theme, so shouldn't be theme-related.
These ARE migrated nodes, in case that matters. Caches have been cleared numerous times.

mkimmet CreditAttribution: mkimmet commentedIn case this helps anyone experiencing a similar problem in the future, in Drupal 8, make sure the Links field is part of the book page's display. If the "Links" field is not on the display or is disabled for the content type in question, then it won't show the add child page link or the printer friendly link.
