When a block is placed and configured return the user to the page, not /structure/block-layout

Problem/Motivation

Currently in the parent issue, when the user places and then configures a block, on save the user is brought to /admin/structure/block-layout. This is confusing, and breaks the users expectation that when they complete a task they would be returned to where they began.

Proposed resolution

Return the user to the page after the block has been placed with the tray open to the settings of the block.

Create patch.

User interface changes

User will never be brought to a different page.
