There is no way to delete a menu (even if the menu doesn't contains any item)
If I try to reach "/admin/structure/menu/manage/{menu}/delete" I got "access denied"

I cannot replicate this problem. I can create and delete a menu just fine. Are you sure you are testing this with the latest dev version?

I am having the same issue. In my case "Delete" link is missing, but when I go to /admin/structure/menu/manage/{menu}/delete I get access denied. I suspected it was caused by menu_item_extras module, but uninstalling it didn't help.

OK, I figured out how to fix the problem, however I am not sure what caused it in the first place. For some reason the menu was "locked". To unlock it do the following:

1. Run drush cex to export configuration.
2. Edit the config file for menu you want to delete (sync/system.menu.{menu_machine_name}.yml)
3. If there is locked: true change it to locked: false and save the file.
4. Run drush cim to import the updated configuration.
5. Navigate to menu admin page and delete the menu in question.

Even I can't replicate the problem, I'm working on 9.1.x and i can add custom menu and then delete them not facing this issue, but i don't see delete option for default menus like administration, footer etc which actually makes sense.

No steps to reproduce the problem have been provided and in #12 it was reported as not reproducible. In case the menu is locked, steps to removed a locked menu are in #9.

This seems more like a support request and has been answered, so closing as fixed.

If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
