CommonSizeTestCase fails when locale is enabled [#2743977]

When the locale module is enabled, CommonSizeTestCase fails because it tries to access the database.

How to reproduce:
- Enable locale on the site
- Run the CommonSizeTestCase.

This patch converts the test to a DrupalWebTestCase.
