Problem
While navigation admin pages with bartik theme admin menu - toolbar was not sticky, in desktop it was sticky.

Steps to create this issue

Navigate to admin pages
click manage in toolbar
admin menu opens in vertical orientation
scroll page, toolbar will go up

proposed resolution
toolbar should be sticky while scrolling the page as in desktop

@elandirayan thanks for the issue, however the admin menu toolbar is a separate component from the Bartik theme. Therefore this is not a Bartik specific issue.
