Right now in the form display there is an option to show "language settings" but is not displayed for the "Register" form mode, only when the user is already registered.

What I expect is that on the registration form a user can choose the preferred language of the account.

Hmm yeah, it's interesting that this language field access also checks on $register, while we can control this with the register form mode now if we want to.
