The wording in the About section of the hook_help text is not consistent with other help texts.
The display of the option to add/remove shortcuts in the core admin theme Seven is now a star, not a plus/minus anymore.
Proposed resolution
Change the last sentence in the about section to "For more information, see the online documentation for the Shortcut module." with the link starting before "online".
Change the description in the Use "Adding and removing shortcuts" to talk about stars instead of plus/minus signs. The description of "Displaying shortcuts" could also mention that the shortcuts in toolbar in Seven are marked with the same star.

The section about "Adding and removing shortcuts" describes the star that is used to indicate whether a page is added to the shortcuts or not in the core admin theme Seven.
