Path alias whitelist rebuild on clear cache

Path alias whitelists are not rebuilt on general "Clear Cache" (Flush all caches, "drush cc all") operations. This means that sometimes in a multilingual-setup the alias-paths will revert to the default-locale path alias instead of the path alias for a non-default custom locale.
