Problem/Motivation
Easy access to information helps developers, and reduces support requests.
Uploaded modules include help information (via function file_help) which is available only if a module is enabled. If the module is not enabled and I want more information, I have to open a new browser tab, and search for a module's project page, in order to find out more information. This is tedious and slow, especially for new users.
Proposed resolution
- Displayed a link to the module's (a) online project page (b) online documentation page
- Display the link on the (a) admin/modules page (b) on the admin/help page (admin/help)
- Do so for all modules, both enabled and un-enabled
- Add online project and documentation URLs to the module's info.yml file, so it is easily available.

User interface changes
I would like to see the links to a module's project page and documentation pages, on the Help page itself, next to its name. eg.

[P] is the link a module's Project page
[P] is the link a module's Documentation page
Un-enable modules would be shown after the enabled modules, and there would be no link to its help page.
